+ Is 30 W per shelf enough for seedlings?

For germination and early seedlings, generally yes, provided the bar sits close to the leaf. It is not enough to bring fruiting crops to maturity. What matters is not the wattage but the light actually reaching the leaf, so estimate your daily light integral on the DLI and PPFD calculator rather than shopping on watts.

+ Why are my seedlings leggy under grow lights?

Almost always because the light is too far away or the day is too short. Seedlings stretch toward insufficient light. Lower the bar to a few inches above the canopy, raise it as they grow, and run a consistent 12 to 16 hour photoperiod. Temperature that is too warm relative to light also encourages stretch.
